Back on the subject of 1959-1961 UK TV....So can I go ahead and upload them? Or should I just not bother? Sorry for asking again, but I want to make sure.

Here's my take in case Video-Cellar doesn't get around to stating his.
According to http://en.wikipedia.org/wiki/UK_copyright_law#Broadcast_copyright, a television or radio broadcast made after July 1957 enjoys a 50-year UK copyright term.
As a result, the 1959-1961 shows you mention were still under copyright in the UK on January 1st, 1996. Consequently, they are eligible for US copyright protection under URAA/GATT.
